GovTech Ocean
Explore every GovTech solution in Ukraine on one platform
GovTech Ocean is the first analytical online platform in Ukraine that brings together all Ukrainian GovTech solutions in one place. It provides a complete overview of the country’s GovTech ecosystem — from national digital services to municipal solutions. The platform was developed by the Global Government Technology Centre Kyiv with the support of the Swiss-Ukrainian EGAP Program, implemented by the East Europe Foundation.
Project goal:
to showcase and present information about all existing GovTech initiatives in Ukraine. The platform brings together over 250 solutions implemented by government bodies, regional administrations, city councils, and private partners between 2014 and 2024. It allows users to analyze the ecosystem of digital solutions across various parameters — from implementation areas and levels to technologies and project initiators.
Another key goal is to enable organizations to propose new GovTech solutions and submit requests to feature their projects on the website. Developers, government institutions, and communities can add their own GovTech solutions to the platform, helping maintain complete and up-to-date data on Ukraine’s GovTech landscape.
Lighthouse with projects
This is an informative and interactive block on the main page of the website. The task was to display all Ukrainian projects (250 in total) within a single block — categorized by implementation areas and arranged along a timeline (2014–2025).
The challenge began with analyzing the client’s initial concept of a lighthouse and coral. Later, we were asked to propose an alternative. Through collaboration with the client, the final idea — featuring a lighthouse and a bridge — was chosen.
GovTech projects
The page with all projects is a dynamic gallery showcasing each initiative as a card with key details — coverage level, field of activity, and launch year.
By clicking on a card, users can explore the initiative in more detail, discover collaboration opportunities, and join the broader conversation about technology in the public sector. Each project can be supported with a “like,” reflecting community interest through a live counter.
A step-by-step form, “Propose a new GovTech solution,” is also available — encouraging visitors to contribute their own ideas.
Projects filter
The filtering functionality allows users to find relevant initiatives based on multiple criteria quickly. Projects can be filtered by:
launch year (2014–2024),
field of activity,
owner (by name or organizational code),
coverage level (from national to municipal),
specific technology areas used in the project.
Real-time analytics
The analytics section visualizes the broad and dynamic landscape of digital solutions driving Ukraine’s public sector forward. Here, users can explore numbers, charts, and graphs that illustrate the growth and development of the country’s GovTech ecosystem. All analytical elements are interactive — users can hover to see details, compare indicators, or filter data for deeper insights.
Web accessibility (WCAG)
WCAG (Web Content Accessibility Guidelines) is the international standard for digital accessibility. For GovTech projects, where national-level public services are involved, implementing WCAG is not only a mark of quality but also a matter of state responsibility and equal human opportunity. On the Kyiv GGTC platform, we implemented features that allow every user to tailor the interface to their needs. In particular, the site enables users to adjust:
text size for comfortable reading;
letter spacing for people with dyslexia or visual fatigue;
colour schemes for proper contrast;
large cursors, reading lines, and link highlighting to help users with visual or focus difficulties better navigate the page.
What about the tech stack?
Website was built using Laravel and React (Next.js), ensuring a seamless combination of robust server-side logic with a reliable data security — essential for a national-level digital project.

GovTech Ocean helps Ukraine integrate its national digital solutions into the global context, fostering knowledge exchange and collaboration with international GovTech communities. The platform not only showcases existing innovations but also inspires the creation of new ones — transforming the public sector into an open, technologically advanced, and efficient ecosystem.
